The actual name of the AsusTinker Board is "Asus 90MB0QY1-M0EAY0 Tinker Board." It has a size of 8.5 cm x 5.3 cm. If this is planning to go against the Raspbery Pi 3 Model B, then it is still beaten.  The latest model of Raspberry Pi has a 64-bit Cortex A53 quad-core processor.

However for the Asus Tinker Board, it is armed with a quad-core Arm Cortex A17 CPU running at 1.8GHz but can only support 32-bit instructions.  The mini PC from Asus also has a 2GB DDR3 memory, and ARM Mali-T764 GPU.

Asus Tinker Board beats Raspberry Pi 3 with the former's Mali-T764 GPU. According to Ars Technica,  the Mali-T764 GPU has more power than Pi 3's Broadcom VideoCore IV.  The Tinker Board's hardware can support the H.265 4K decoding while Raspberry's device can support only 1080 pixels.

PCWorld shared that the 2 GB RAM of Asus Tinker Board is specifically better that the 1 GB RAM of  Raspberry Pi Model 3 B. The Asus PC also features Bluetooth 4.0, microSD port, four USB 2.0 ports, one HDMI out, gigabit ethernet and an 802.11b/g/n Wi-Fi.

Just like the famous Pi, Asus Tinker Board will need an SD card to load its OS. It also works like the Raspberry Pi since it needs its own two amp power supply at five volts.

If you are in a hurry to play 4K videos using a mini PC, then Raspberry Pi is not much of an option. You can consider getting the Asus Tinker Board. However given how these mini PC's  have evolved, Raspberry Pi might introduce an updated and more advanced Pi model in the coming months.

Asus Tinker Board has its own OS which is inspired by the Debian distribution also used by Raspberry Pi's OS. Asus said that their mini PC can soon support other Linux systems such as Ubuntu, Kodi and OpenSUSE.  However, their release dates are yet to be announced. Also, Raspberry Pi 3 does this already.
